The Malawi Electoral Commission, "the Commission", is a body corporate created under Section 75(1) of the Constitution, to supervise, direct and preside over the conduct of all elections in Malawi.
In accordance with Section 13 on the Malawi Electoral Commission Act, the Commission seeks to appoint a suitability qualified person with relevant experience to fill the following position within its secretariat.
Job Title:
Research and Documentation Officer

Purpose: To coordinate and support on research projects for the Commission. The successful officer will also be expected to lead on documentation within the organization and contribute to writing and publication. This includes providing the research input required to implement, develop, and evaluate the Commission's activities.
Key duties & Responsibilities:
1. Provides technical support in the design and implementation of research design, sampling, data analysis, reporting and dissemination of results.
2. Coordinates and supervises research activities for quality control and smooth execution.
3. Supports documentation of all activities through various communications channels (web stories, projects briefs, journal articles etc.)
4. Works hand in hand with Research, M&E Officer in tracking progress of activities through enforcement of submission of all required reports
5. Provides support to all departments through editing of documents and reports.
6. Provides support in the designing and editing of promotional and informational material for internal and external audiences informed by research findings.
7. Works closely with the division to promote and foster results documentation, inter-departmental sharing and use of lessons learned and best practices.
Qualifications:
- Bachelor's degree in social sciences, knowledge Management or any related field with bias in Statistics
- Minimum of three years relevant experience.
Core competence:
- Research design, implementation, and data analysis.
- Data collection and Data analysis packages
- Strong inter-cultural and interpersonal skills
- Experience writing for multiple audiences, especially in translating technical knowledge into common language
- Excellent writing and editing skills with strong attention to detail
- Fluency in English and any other local languages (reading, writing and speaking);
- Experience with translation of technical documents.
Job Title:
Civic and Voter Education Officer 1

Regional Elections Office - Centre
Purpose:
To design and implement the delivery of civic and voter education strategy for MEC
Key duties & Responsibilities:
- 1. Implement the C&VE strategies and programs
- 2. Participate in the development, review and implementation of C&VE programs.
- 3. Liaise with other stakeholders in C&VE matters
- 4. Report writing on the impact and effectiveness of C&VE strategies, programs and materials.
- 5. Participate in identifying C&VE service providers
- 6. Participate in identifying target group C&VE
- 7. Develop and implement C&VE manuals
- 8. Supervise staff in the regions on the core activities
- 9. Train C&VE stakeholders on the core activities of the C&VE programs
- 10. Design and type-setting C&VE other innovative and effective ways of conducting C&VE
- 11. Suggest and initiate to the Director of C&VE other innovative and effective ways of conducting C&VE
- 12. Ensure safe custody of C&VE materials at the Region
- 13. Pre-testing materials for C&VE
- 14. Sensitize voters on electoral processes to promote free, fair and credible elections
- 15. Conduct public meetings with traditional leaders and other stakeholders.
- 16. Prepare departmental Election budgets
- 17. Participate in C&VE feedback to the Director of C&VE
- 18. Participate in evaluation research on the impact and effectiveness of C&VE
- 19. Monitor and evaluate on the impact and effectiveness of C&VE Strategies, Programs and Materials
Qualification:
Bachelor's Degree in Education, Social Sciences; Journalism, and Mass Communication or equivalent with at least two (2) years' relevant work experience in elections environment.
Core competence:
- Ability to work under pressure and under minimum supervision
- Fluency in English and any other local languages
- Report writing
Job Title:
Administrative Officer

Purpose:
To supervise all general administrative support services for the Commission
Key duties & Responsibilities:
- 1. Managing office support services
- 2. Maintaining effective management systems and office procedures
- 3. Drafting service contracts in liaison with Management
- 4. Assisting in preparation of MEC budgets
- 5. Assisting in preparation of regular progress reports on all administrative matters
- 6. Facilitating procurement of office requirements
- 7. Coordinating in management of MEC assets at regional level
- 8. Supervising divisional staff
Qualification:
Bachelor's degree in Public and Business Administration as well as Human Resources Management or related discipline plus a minimum of two (2) years relevant work experience
