Terms of Reference for Training and Support for Establishment/ Strengthening of Women-led Businesses in Fune and Geidam LGAs of Yobe State at ActionAid
- ActionAid Nigeria is looking to hire an experienced consultant/firm with a robust background in designing, implementing and evaluating business along various value chains, training and supporting the growth of micro-medium enterprises, supporting the formalizations of information businesses and inclusion into financial systems etc. The firm will support in the establishments of women grain-based supply chain and processing business in Geidam and Fune LGA of Yobe State.
Location: Yobe state
ActionAid Nigeria is implementing a comprehensive initiative that aims to protect women, girls, and children by enhancing their access to essential services related to malnutrition prevention and treatment, as well as Water, Sanitation, and Hygiene (WASH) services. The project will be implemented in the Geidam and Fune Local Government Areas (LGAs) of Yobe State, areas severely impacted by prolonged conflict
Purpose of the consultancy
- Assess the existing grain supply chains in Geidam and Fune LGAs to identify key stakeholders, gaps, and opportunities for improvement.
- Design sustainable business models for women-led grain supply chain and processing enterprises, focusing on economic viability and scalability.
Develop comprehensive training programs for women’s groups, covering:
- Food preparation and nutritional standards.
- Packaging and branding techniques.
- Effective distribution and marketing strategies.
- Provide hands-on support and mentorship to women’s groups to enhance their skills in managing and operating grain-based businesses.
- Support the formalization of women-led businesses, including registration and compliance with local regulations.
- Develop strategies to facilitate access to financial services for women entrepreneurs, including microfinance and cooperative banking options.
- Identify strategies for the long-term sustainability of the grain processing businesses, ensuring continued economic empowerment for women in the region.

ActionAid Nigeria is looking to hire an experienced consultant/firm with a robust background in designing, implementing and evaluating business along various value chains, training and supporting the growth of micro-medium enterprises, supporting the formalizations of information businesses and inclusion into financial systems etc. The firm will support in the establishments of women grain-based supply chain and processing business in Geidam and Fune LGA of Yobe State.
- The estimated duration of this assignment is 10 days. (17th March 2025 to 26th March 2025)
Required Skills and Experience Education
- Proven experience in conducting value chain assessments, particularly in agricultural sectors, to identify bottlenecks and opportunities for improvement.
- Strong background in designing and implementing sustainable business models for micro and medium enterprises, with a focus on women’s empowerment.
- Demonstrated ability to develop and deliver training programs tailored to adult learning principles, particularly for women and marginalized groups.
- Experience in facilitating access to financial services, including microfinance, savings groups, and cooperative banking for small-scale entrepreneurs.
- Understanding of the socio-economic context of Yobe State, particularly the challenges faced by women and vulnerable populations in conflict-affected areas.
- Strong project management skills, including planning, execution, and reporting on project deliverables within set timelines and budgets.
- Excellent verbal and written communication skills, with the ability to prepare reports, present findings, and facilitate discussions effectively.
- Qualifications in fields such as business administration, development studies, agriculture, or related areas, with additional certifications in entrepreneurship or gender studies being advantageous.
